It looks to me like it is just a variation on a rib stitch. Something like k6, p3, k3, p2, repeat. Then the next row would be the opposite stitches, but you would either stitch in a connect circle, or sew it up at the end. Then once you had the height you wanted, you'd cast off, then gather the ends, add stuffing, add features and scarf.
Wow! This brings back memories! I friend of my Mom's made her one of these in the 1970's! I have not seen it out at my Mom's in years but I'm sure that she still has it.
It actually looks like it's knit sideways...cast on however many make it as tall as you'd like...then do 1 row garter stitch..then 2 rows stockinette...varying it to the width you'd like your snow man. Sew it into a tube ( cast on to cast off edge)...gather the bottom...stuff it, gather it at the top. Then do a 3 stitch wide stockinette scarf and tie it around to make a head and body (or you can tie this with embroidery floss and then the scarf to make more of an indention. I'm not sure about the hat but it just looks like a teeny version of a normal hat with ribbed cuff. Decorate the face and whalah! I could be completely wrong...that's just what I'm guessing. Hope it helps.
I have a crochet pattern for snowmen like that, but that isn't going to help you, because they won't look the same. It is done in the round, with increases and decreases to make the balls, then sewing the balls together to make the snowmen. There's even a pattern for a crocheted top hat that you stiffen with liquid starch.
Those look like they're knitted sideways though, so I'm no help! Sorry!
I would find a white sock with similar ribbing at the cuff and just gather it at the top, bottom and middle to make the body, rather than knitting it from scratch. Then you just need to do the hat and scarf, which are simple.
Did you ever find these? I have some from my mother too. And I would like to make more the same way. They were knitted sideways I am pretty sure but I can't find her instructions.
